I keep hearing this term, and just not sure of:
what do they do?
what kinds of relative costs would be involved?
do any designers/developers contract/utilize them here?
kinda dumb, but if I didn't ask, I'd remain being this much dumb.

What they do:
They write copy. What kind of copy depends on your needs.
What kinds of relative costs would be involved:
To hire one: Depends on the job, the experience, the location in whatever country they're in...
To be one: A computer, word processor program(s) adequate for your tasks, and probably a few extra tools, like Adobe Acrobat Pro and InDesign. (Other programs may depend on what you're doing: are you doing resumes or web pages?) Of course, then there's that whole experience thing, and the cost for that is time.

Ok, so for example, I've got a client who is just starting with a new website to advertise his telephone network & home entertainment installation business. But, he's not sure what to put for content on his pages etc, and well, I'm not either...
So, is this the type of situation a copywriter would come in handy ?

Hi Trev,
I'm new here, so forgive me if I'm posting way too soon; your subject caught my eye.
A good copywriter will determine the objective of the client, be it just an online presence, SEO work, branding, competitive advantage, etc. and create an outline of what she/he can do, time expected, and costs involved.
This would be via phone, Internet, or in person and should cost nothing.
Most copywriters will then charge between $30 - 120 p/h for the service (although I've seen some charge way way more), or will charge you a flat fee (pre-determined) for a longer contract.
I have done copy work in the past (although I try to run away from it now :) and my best advice is ensure you get everything in writing before the deal; make sure the client knows what he/she is getting, and the copywriter knows what is expected of him/her - it will save you many headaches later - I guess, much like design work. :)
