I am looking for a forum where photographers hang out and discuss techniques. I am particularly interested in one that gives out monthly assignments or topics of research so I can read and participate in. Is there such a place?

Fred Miranda's Forums are an excellent spot.
Photo.net can be good, but has such a large audience it's hard to find a good niche.
Flickr has lots of groups that do this sort of thing.
I hang out at texasphotoforum, but that's kinda specific to the area :)
