Where would you send a beginner at graphic design / design student, so they could learn the basics?
I know that the HOW Design forum is a great place to pick up tips / advice / critiques etc. but I'm curious where you'd send someone.

There are a couple online learning schools, without the assignments and time limits; but, a little expensive if you're a student.
Check out Lynda.com and TotalTraining.com. If you're student they'll probably have some kind of academic pricing for you.
But, if you really want to learn the 'basics,' then just get the Adobe Classroom in a Book series for the software you have. That's how I started, then learned more by experimenting and reading. Give me a shout, I'll find more resources for you. Take it easy.
If you have passion for something (e.g., Design), don't let anything stop you from learning and doing it!

The how forums are good, but I like the Estitica Design Forum previously Graphic Design Forum.
